In an 8-page letter to the Chilean faithful released May 31, Pope Francis has called on Church institutions and officials to say "never again" to a culture of abuse and coverup, according to the summary posted by Josh McElwee for the National Catholic Reporter.
Francis identifies failure to listen to the victims as one of the Church's "main faults and omissions," speaks of shame at the failure to react in a timely manner, and says the Church "must empower open communities from within and thus free ourselves from closed and self-referential thoughts full of promises and mirages that promise life but that ultimately favor the culture of abuse."
